James McIntyre
Founding Executive Director

Public Capital was founded on a simple belief: that America's most important financial market deserves greater innovation, broader access, and a stronger connection to the communities it serves. We are not a startup. We are not a think tank. We are a nonprofit institution built from deep inside the market — by someone who has spent a career in it.

James McIntyre brings over two decades of experience at the intersection of public finance, technology, and community impact. A former public finance banker at UBS and Morgan Stanley for fourteen years, James has seen the municipal market from every angle.

He helped build Neighborly, the first online municipal bond broker-dealer, and served as Chief Strategy Officer at Inclusive Prosperity Capital — a national nonprofit and one of the largest Solar For All awardees at $249 million. He also led New York State's $20+ billion affordable housing debt programs at NY State Homes and Community Renewal.

A recognized leader in sustainable and ESG debt financing, James served on the inaugural global advisory board of Nasdaq's Sustainable Bond Network and was appointed by the New York State Senate to the boards of the New York State Housing Finance Agency and related entities.
